To each clone is unique that it is born of a human, that artificial clones are all the same.
Differences in clones (such as the 13 after Sephiroth, for example) can only be gotten from human harbingers. The DNA of the host gives some slight changes to the catalyst JENOVA. If Professor Hojo in ShinRa, Inc. had one other child with another woman, guaranteed he would appear and act and even grow differently than Sephiroth.
That being said, nearly every clone generated through artificial means are exact duplicates of each other because there is nothing to offset the JENOVA changes. All the clones that come from tubes end up looking, growing, even talking the same. The only slight variance to this is the group cloning, which tends to born slightly different types of their own design and not through a change triggered by human DNA and JENOVA DNA.
This is then the reason why there won't ever be anyone close to Sephiroth, for example, as his mother had passed away when he was born.
Observe this algorithm that points out the process of "less is more". As the amount of necessary qualities are input, the system breaks down and falls apart to nothingness near the end. The jumps in mcal reactions in between each dose are the deviances which cause the clone differences.
